As for your first question, I haven't had anything like that happen to me yet. Of course, I think the best I have been able to do unenhanced is 996 damage on ALRs, so that might be why.
As for the second question, the scopes don't really take that much speed away. You have to remember that right now the speed modifiers on components are off by a decimal place, so a scope fully experimented for accuracy with a 1.000 speed modifier is really only a .1000 speed modifier. That isn't really enough to matter to someone who is a double combat profession master, as their speed mods will be high enough to offset it. Plus, I read somewhere that if your accuracy was higher than the defense of whatever you were fighting, then the extra accuracy added to the damage you did against it.

While the effect it low - you will get more benifit from using your remaining points (after capping efficiency) on speed than you will on damage.
