it may be in the forums but i cant find it. where do i find and/or who makes the 12pt suits + tool kit.

Tailor's can make the Weaponsmith Toolkit, it has +3 to experimentation. For the rest of the suit, you'll need looted tapes/clothing with experimentation mods.
