Just might...thats very interesting. I didn't think the SEAs would ever be touched again, much less added to. I wonder ifmultiple mods stick on the new ones.

yes, tapes have been fixed and there are a ton of new ones

Every tape I've looted has been a valid modifier. No more looting broken tapes.

I don't know if multiple mods work work though.

well, there is now actually a stat called "heavy weapon speed" so yeah, they should be.
