i was recently asked if i could make someone a scythe, but upon checking my draft schematics i dont have it. i am a master WS, but is it like a bowcaster where only a specific race can make it?

No one can make it, the only way to get one is from some quest, I think it's part of Jabba themepark.

I thought that was the rantok blade. Can anyone confirm what we are saying?

The rantok blade is a Jabba quest item - you can take the blade back to Jabba & succeed in the quest, or keep it & fail in the last mission. I have no idea on stats or what make it so special.

The scythe has been oft requested, but I have no information on it. It may be a loot drop or a quest item, I have no idea.

The Rantok is a one-handed sword with a max dmg of 150 and a speed of 3.3 (if I recall correctly). Not very useful for combat but definitely a collectors item.

Scythe is a quest item. To the knowledge of the folks on the swordsmen forum, it either isn't working or isn't availiable yet.

Supposedly, there are new swords on the way though.
