I used one last night, and it worked great (i'm not a weaponsmith, nor an artisan) - Just unequipped the weapon, opened the tool, picked the weapon and got 'the weapon was repaired with minor blemishes'
Granted i had a good repair tool that i got from a master smith, so my results were quite good... it took the overall durability down to 950 (from 1000) and set the current to 950 also. So i basically lost 50 points on the weapon. - There is a chance that the weapon could be destroyed or damaged more when you use these... so just make sure you have high quality tools.

Look at the tools effectiveness rating before you buy it. I make weapon repair tools and sell them for 1k each because I put only my best copper in them and experiment them to 96%. Most of the junk tools on bazaar for 100 credits are only around 10% or so.
Weapon repair tools can be used by anyone. A weaponsmith has no advantage over anyone else in a repair, it all depends on the quality of the tool. Repairing your weapon will ALWAYS decrease its overall condition, but the quality of the repair tool determines by how much. A high quality repair tool will usually repair with only minor blemishes (5-10% reduction in condition).
Good rules of thumb for weapon repairing:
1. Never use a WRT with less than 70% quality
2. Only repair your weapon if the condition is between 40% and 75% (I typically wait until 50%-60%)
3. Stand undernearth the twin Tatooine suns, and spin in a circle eight times, then /sit; /stand 11 more
4. Say 10 Hail Leias and 5 Our Vaders
5. Always have a backup weapon ready 'just in case'
It appears that being a weaponsmith doesn't matter at all when repairing a weapon, and the chances of it disintegrating are still pretty high (I've lost a number of weapons, even with 80% quality WRTs).
My best luck so far to date:
5 weapon repairs in a row. Have failed on every repair try since though (3 more tries)
As a non weaponsmith player, I just had some questions about repairing weapons. A few of my best weapons are now at about the halfway point of their life, and seeing as how some of them are pretty decent, I would like to be able to hold on to them. So I'm looking for some general information about the state of weapon repair in the game.
What are the advatanges/disadvantages? What are the risks? What are the odds of successfully repairing a weapon? Is it possible to fail, and lose the weapon altogether?

-As the weapon's condition drops, it gets harder to repair (more likely to have a bad outcome). I advise customers to have their weapons repaired at about 50%.
-Since the patch that gave MWS's a bonus, I've failed on 2 repairs out of around 40 (using 99% repair kits). I've sucessfully repaired weapons down to 20%, and failed on 2 weapons at about 50% and 60%.
-There are actually several levels of failure. It's possible to nerf the max condition, or to lose some of the stats. The worst failure will set the weapon's damage to 0-0 or 1-1.
-Sliced weapons are harder to repair (more likely to have a bad outcome).
