I saw this weapon in Tortilla's weapon shop on Bria. It was Speed 0.0 and i don't remember the other stats. IF you wanna see a pic IM me at du3lingwiz4rd on AIM. Thanks.

speed 0.0 isn't super common, but it's nothing to get that excited about...

I've seen my share of 0.0 screenshots

speed 0.0 sux as it would decay super fast.

the fastest you can shoot is at 1 shot a second.

However, a gun faster than 1.0 on speed is good, because some specials are slower than others.
