The weapon has made it into the game, regardless of the dungeon being "locked" or not. Krayt version for sale, good to know at least we can use enhanced components and such.

that weapon is on Bria, and probably on the Bria Test server. You do know that sometime recently they copied the entire Bria server and made a new "Bria Test" server?

So he probably got the components before the cave was shutdown on the test center

Some people can get inside the closed dungeon in live servers.
