theres two weapons these are used for, the Nak'tra Rifle, and im sry to say but i dunno the other one, theres a weaponsmith quest in the myydril caverns for Weaponsmiths only, thats prop where u pick up the schem

As far as I know noone has found the schematic for the nak'tra rifle so atm I think this is not craftable.

They can however be used in the Nak'tra crystal knife which is as the above poster mentioned a fquest in the mydrill caves (treesh or somewhat is the name of the questgiver)

not sure if the nak'tra rifle is a craftable item but i looted one last night off of Nefarious (the big named spider half way to Necrosis)

I told my friend that you use these to make Naktra Crystal knives, and you get the ability to make them from the weaponsmith in the myyydrilll caves.

Am i correct in this or are they just decor?
