These are optional components that can be added to the weapon during the crafting process that become a permanent part of the weapon and do modify the weapon stats. Stocks are usually associated with increased damage and scopes with wound chance usually. Scopes can be added to rifles except a T21, carbines, or pistols. A stock however can be added only to a rifle or a carbine. In both cases there is a significant increase in HAMM costs to the user of the weapon.
There are also power-ups. There are many forms and attributes. Two of the forms power-ups come in is as a scope or as a stock. These have nothing to do with the weapon components or crafting process. They are 100-use (shot) items that are equipped on an existing weapon in inventory and function like any other power-up despite what it's icon looks like.
A weapon that is optimised for max damage will have a stock and a scope added during crafting and a power-up installed when in use.
It should be pointed out that the decay of weapon durability with or without component stocks & scopes may be on the order of approximately 2 pts per 100 shots without a power-up and in the neighborhood of 20 pts per 100 shots with a power-up. These values are approximations.
As to the choosing of whether you want your weapon crafted with or without stock or scope components, this is driven pretty much by how you character is set up as to HAMM stat migration. For instance, a rifleman that may have a short blue bar may choose no stock and no scope to lower the HAMM costs. Buffing obviously will have a big impact on this, however this may be a weapon that is for standby use when your not buffed. This should give you some idea of what you might want to do.
The "What is the best thing to do" is a Chevy-Ford" kind of question. I lean toward the "buy whiskey, stems, and buff well and forget HAMM" position. A person that depends heavily on a pet may not see it the same way. Hope this helps.
If you are a bh. Then I am assumeing that your carbine is used excluseively for knockdowns, and accompying states attacks. In this case armor penetration and damage are of little consequence to you. What is important is the speed and ham cost. Since with these moves you most often have to spam twenty times to succeed. Alot of weaponsmiths will stear you wrong on this, because they do not understand that the weapon is not what you are going to use to do the damage, but a means to an edge. Such as pinning a player then single twoing them into the ground.
For this beleive it or not I suggest weaponsmith crafted cdef. Do not laugh they have small ham costs, and sliced with a good attachment can get very low speed wise. Mine is at 1.5, but i have seen lower. After that is a good middleground with dh17 it does more damage, and can have a good speed on it aswell. After that you are going into specific damage country and power. The heat carbine is a great weapon with the caps on stacking burns as they are now.
Remember that all guns have qualities you will find usefull at one point or another. Sadly the bh carbine tree is nearly worthless due to the insane success chances with knockdown. If the chance to perform special attacks was attached to something in the gun itself such as wound chance armor peirceing, or range modifiers. Being selective of a bh carbine might be more interesting, but it is not. So all you really want is speed and low ham cost. So that you might spam twenty shots. before the enemy kills you.
The best a bh can do carbine wise is to get his hands on some speed krayt tissue. You cant use this in a cdef but in a dh17 yes. With this you can push the speed down to around one. Which with your weapons speed. Should get you to letting lose a barrage of stat modifiers. In group battles people will learn to respect you as you hit them each in turn with spray Increasing your companies fighting power many fold.
