Granted, T21s use an insane amount of tissues and maybe not be worth making, but besides that...
Has anyone actually ever got a set of 11? Highest I have gotten is 8, granted don't hunt them often, but i am curious

11 identical tissues drop, but rarely.

Yeah ive got a couple of sets of base tissue but nothing great. Best bet would be buy 4-5 t21's and use the best sliced one. To risky to use 11 tissues and then get a crappy dmg or a speed slice.

I made one with like +75 tissues. Then got a 30% dmg slice on it to end up at 596 without a powerup. I rarely use that gun. Its just too pretty.
