From what I understand, it'll make it so that items using crappy resources, will take more experimentation points to max out. For example, a medical item (since I'm a Doctor and have no Weaponsmithing experience).
Almost every type of medical item requires the OQ, UT and PE stats. On some things (buffs I believe, haven't tried making my own buffs yet), it also requires Decay Resistance. I'll take Stim As as my example though, since they are the most basic medical item you can craft.
Stim As, for the power stat, have 66% OQ and 33% PE division. If you're making these with something that has exactly 500 OQ, and 500 PE, you'd be able to experiment it to 50%.
As it is now, the experimentation point bar can only go up halfway, but only requires half the experimentation points it would take to get to 100%.
In my understanding, using the same example, it will take the same amount of experimentation points to fill up the bar at 50% as it will at 100% resource qualities. So resources that are generally crappy will REALLY screw you over, and make it so that even if you experiment something to 25% usually, you'd have to expend all your experimentation points just to get it to 25%, when someone else might have resources with a total of 1000, and get something to 100% experimentation on the same quality of the item, with the same amount of experimentation as your 25% item.
