Is anyone else having this problem, no matter what I build my xp monitor stays the same!!

have you tried relogging? Its a bug that were quite common a couple of month ago, but I thourght theyd fixed it. But relog should fix it and you should have gotten the xps too, theyll just first show up after relog

Either that or you are capped and need to train.

The bug isn't fixed, I had the same problem earlier, and relog fixed it

I get it all the time when I grind. I usually just ignore it and keep on going till I've used a large chunk of me steal, then relog to get a nice surprise of 50k xp or something similar.
