I sold my :

DLT20a 86-129 damage, spd 8.0 -10/50/-80 for 4K
Weapon sold without power up.
Is this price too low ? Also, how to I make instant sales for 4K and above, I tried and it said my price too high.

You can't sell anything on bazaar for more than 3k, so most weaponsmiths with non-crap guns have to resort to shout-spamming to sell their stuff.

A friend of mine is going for master weaponsmith and were wondering how exactly one can achieve the status of a 12 point weaponsmith. I am assuming via the use of attachments correct? If so which attachements are they? experimentation? I know this is pretty much an elementary question, but we have no clue what 12 point really means lol other than good weapons. Thanks!

You need additional +20 Weaponsmith Experimentation to get 12 points.

"we have no clue what 12 point really means lol other than good weapons."
Actually, 12 points does not equate to good weapons, the two extra experimentation points simply enable you to make weapons with slightly higher condition, range, or lower ham costs. They also give you a better chance of recovering from a moderate success when experimenting on loot components/weapons. Good weapons come from good resources plain and simple. It's understandable why you might equate 12 points with good weapons since by the time most smith can afford the necessary tapes they've acquired good resources and therefore make good weapons. A 10 point smith with good resources will produce better weapons than a 12 point smith with subpar resources.

You are only as good as your resources. By the time you have built up a decent collection of resources to build good weapons you can start and get the extra 20 experimentaion to get those 2 extra points. The collection of resources is the hard part where the getting to 12 point smith is a matter of money and maybe a little luck.

when im crafting aadvanced blaster power handler, all the stats call for call for 63% CD and 33% OQ, except for SAC which calls for 50% CD and 50% OQ.
my question is, to produce the best possible power handler, should i use resources that have a higher CDQ or should i chose resources that are about even beteewn CD and OQ.
thanks in advance.

You want the highest stats regardless of how they are divided (ie 33/66 or 50/50). Stats range up to 1000 (not counting resources that have stat caps). So a 400 cd / 800 oq resource with 50/50 needed gives (400 * .5)+(800 * .5) = 600 which is the same as a 800 cd / 400 oq or a 600 cd/ 600 oq. This is a greatly simplified example of course. Bottom line is you want to get the needed stats (for example ranged weapons need CD/OQ) as close to the resource caps as possible in oreder to make the best weapon you can.
I don't have the URL to the resource cap thread but sure someone could post it.
