The regular T21s? Those you get when you hit master Weaponsmith.

Been a Master Weaponsmith of over 9 months and still not tired of it..

You have to hit Master WS and craft next to a private crafting station you purchase from master architect or a droid with the module, not the craftion station in the NPC city.
