Is the only way to increase the speed in guns is to make the mediocre blaster power hander or just get a lucky break on the good ones?
Also enhancements of course... but i was just wondering.

Use the regular barrels instead of the advanced ones. They are usually .2 faster and the advanced only give you 2-6 extra points in damage. Unless someone is speed capped, then the couple of points in damage aren't worth the .2 second speed in my opinion

You're forgetting that the advanced barrels will also give you much better ideal range mods (or at least the potential for them). For example, with the same points spent I can get 18 IR on advanced rifle barrels, but only 2 IR on regular ones.

Also wanted to say it's all about who the weapon is targeted for. There is no one right answer that covers all...just like range vs HAM on scopes.
For instance, I often just use regular pistol barrels in Geo pistols because that allows me to get them down to 2.4 or 2.5, where they usually come out at 2.7 without....though, this is all pre-supposing that I can't get my hands on a set of high-velocity barrels of course.
I can also put on +40 IR scopes with the Geos and get away with the HAM (since people tend to be buffed when using them) tho, so IR on the barrels isn't as much of an issue.

Yeah, 50% of my custom builds are krayt/gorax. For this I normally use a +42 Ideal +19 ham scope. Why? Because nobody pvps unbuffed

Guns in general. You can always use specialty items.
Form fitted imp stocks.
Power handler enhancements.
Special barrels.
The most important of all when makeing most ranged weapons is a good polysteel copper. I cannot emphasize this enough its the real bread and butter of weapons construction. Just as duralloy is to the melee weapons. You should make a concerted effort of getting the best of this possible. You will find that instinctively you will start to see the generic metal slot as the polysteel copper slot. The metal almost always has a high oq/cd. If your haveing problems mineing it. Check with one of your servers better architects. They usually have a huge pile of it, and are usually willing to trade off their second highest spawn for one of your other resources.
I was in heaven the day the polysteel in my server came on and I was able to get a dh17 pistol down to 1.9 speed.
