Hi there, and welcome aboard! =)
1) You can go either way, depending on the situation. But keep in mind that, each time you run an experiment (regardless of the amount of points involved), you risk failure.
If you are going to put all points into the same field (i.e. everything into damage), just go for 1 single experiment. If you are going to experiment on 2-3 different areas (i.e. damage, speed and efficiency), then preferrably do those separately (=3 separate experiments), unless you don't mind the higher risk percentage. The % adds up whenever you are trying to experiment on more than one area at once.
2) Yeah, that's the SAC.
3) It doesn't really matter which one you experiment on first.
Respectfully submitted,

Actually I never exp dam on components. I do SAC then a little speed. On the final assembly I do damage. I hear a lot of others do that too. But take some time and figure out what works best for you. Everyone is different.
I also take a shot of Bespin Port before experimenting, gives a one time bonus to exp success. When I do that I throw 4-5 points into sac and 1 or 2 into speed because chances are pretty good that I will get a great success. Once again that is just me, but it has worked out pretty good so far.

That is what i do. SAC on all the components and a bit of speed. Then usually only need 1 to 3 points to max out SAC and the rest into dmg(until capped if using tissue or bone on the weapon), then the rest into speed. Makes a good quality weapon IMO.
