No. If you equip the Beam Rifle you get the "You are not certified in this weapon" message. The Beam Rifle seems to be a left over from Beta and was originally a Commando weapon. Or so I have been told. However changes to that profession removed the cert for it but the weapon was still included in live.

Ok thanks for the clarification. I guess I'll have to find another way to compensate for my somewhat limited combat skills (marksman 0-4-4-1).
