As the subject says, or does it just depend on the repair tool.
I was looking for some repairs in theed and someone told me that
it just depends on the tool. I have a couple really nice rifles nearing
the end of there life and I want to take as little chance as possible
with them. Thanks.

supposedly, yes.
However most weaponsmiths don't notice a difference.
And if you've got a good enough tool, it won't matter. I sell tools by the crate (25 in a crate) with a rating over 99, and I've had customers tell me they've gotten "over six repairs so far without a failure".
Personally I wouldn't trust the life of my weapon in someone elses hands, and don't repair anyones weapons besides my own.

Personally I believe being next to a crafting station helps
I swear I havn't had a single failure in the last 2 months whilst I've been next to my crafting droid. I noticed this about a week or so ago and I always get my droid out now (and havn't failed yet)

good point having my weapons all reapaired by a master smith using a good kit and being near a station only one has ever failed. Most have been minor blemishes.
