Sometimes legendary loot weapons drop that have sick stats. That rifle may be the case.
Otherwise, we know basically what stats a weapon can attain from the best resources that have ever spawned on the server. We take those stats and apply a 35% increase to speed or damage. If the stats are still higher than that, and there is no powerup either two things: loot enhancement, or double-slice.
You have to take loot into consideration.Something that CSRs seem to have forgotten. Krayt tissue drops as high as +300 -3 speed. I have seen legendary acklay bones at damage + 650. You CAN craft guns with sub-1.0 speeds and sick damage. I have seen a few Tortilla scatters and FWG5s at 0.0 speed. You CAN get a 900 damage Stun Baton without cheating.
There are loot drops that can enhance almost any weapon, so it actually isn't easy to identify a DS weapon. You may have a suspicion, but only by tracing the weapon through the database can you be certain.
Accusing somebody of posession a double-sliced weapon is serious, as it is certainly a bannable offense.

I have heard some chatter on this. It seems in certain situations you can, but it is very unreliable and does not work 99% of the time.

Enhancements tend to affect max way more severely than the min (e.g. tissues do nothing to the min), so looking at min dmg post slice is one effective way of looking at weapons - ranged, at least.
