I saw some on display in a vendor near coronet, and they looked really cool (with scopes attached, I checked this by examining the displayed weapons just to be sure)

But I could'nt buy ones that looked like this off of the vendor, or for that matter figure out how to craft such a nice looking weapon myself.

Are these possible to craft.?

It's possible to craft them with handmade components or if you take the components out of a factory crate before using them in the schematic.

Unfortunately noone else except you can see them if you equip the weapon. The components are also not visible in the vendor window.

Other people can see the components now. This was fixed a few months ago if I remember correctly. I have been asked several times, "What kind of gun is that?", while toting around my laser carbine with scope, stock, and barrel all visible. So at least it works for me.
