It doesn't just increase it to the cap, but the quality of the weapon does affect the % of the slice.

A Krayt model using same resources as that crate of guns will get a lower slice than the base model, but will still end up a bit better, although 30dmg krayt tissue in my experience in a death-hammer increaased only 15max dmg after slicing was done compared to a non-krayt death-hammer.

Well, I crafted and sliced 20 Scythes last week. Not a huge sample but representative nonetheless. Some with yellow cubes & gels, some with just yellows, so there was a bit of a difference to the stats. After slicing them they were all within about 1% on base DPS. I also noticed that alot of the slices were the same %s.

To me this seems to indicate that a better base crafted weapon will get a worse slice. I've also seen other info to indicate this is indeed the case. If so, and I stress the if, then it would seem, to a certain extent,to negate the effects of good enhancements.

A dedicated Master Smuggler would probably be able to give you a better answer, perhaps try asking on their forums. I only have Master Smuggler on an ALT from pre-CU days for convenience.
