Just made a scatter pistol using my best resources and got CL 14 max dmg 275....what is the problem?????

you did'nt make a high capacity scatter pistol which is the master BH version of the weapon.

No problem at all.
there are 2 models of scatter.
1) scatter pistol, cl14 novice BH pistol
2) High capacity scatter pistol, Cl54 Master BH

You must have made the first instead of the second one

I did that by accident with a nice tissue. Same resource requirements, so I didn't notice until it was too late. Gave to a nice new character.

Why would you make a standard power handler for a scatter anyway?... Not getting on your case, but the new weapons that are "low cl" all take ony standard components, not advanced. That should have been a tip off that it would come out low quality.
