I am also new to the profession but I thought 1000 was the highest anything could go, like qq or other aspects or the resources. Please correct me if I am wrong.
The stat range of resources is 0 - 1000, yes... however certain types of resources have "invisible" caps, IE: a range you'll never see the stat go. There may be a metal that will never have Conductivity under 200, and never greater than 700. (this is just a mde up example)
there are three items that will do this:
1) Spider Fangs - looted from the fire breathing spider in the geonosian cave
2) Nym Feeders - looted from Nym NPCs on Lok
3) Gorax Shards - looted from the Gorax. Additionally, these can have the highest mods of the three. Sunrunner has seen shards in excess of +100dmg.

When I first mastered WS, I couldn't make a single gun. It's taken about a year to collect the best available of all the different resources needed for WSing.
Staples, though, would be a Hi 50/50 OQ/CD steel, iron, copper and aluminum for guns and Hi SR Steel, copper and Aluminum for melee weapons.
Your adv blaster power handlers are probably your most important component, and those need rares (CD/OQ 66/33): Polymer, Diatium Copper, Ostrine Carbonate Ore, Phrik Aluminum and Irolunn Reactive Gas
You need to get to know your resources too. Plumbum Iron, Chromium Aluminum, Diatium Copper, Ditanium Steel...these are all used a lot in higher level stuf and they ALWAYS look like they suck. So be aware that, say,a Plumbum Iron with CD 75 is actually GOOD!
There's so many different resources and so many different stat combinations that you need, it will take a LONG time before you'll be competing with the big boys (and girls). Might be good at the beginning to mine out something that's spawning good at the moment, see what weapons need it, and build a specialization on that weapon. At least until you get the 100-odd resources at top level to be able to make everything.
And, yes, you NEED a 12-pt suit post-CU.
