I am not sure what the real rule is, but I have heard two seperate things.

I believe that this is mainly chosen by the amount of damage that you can do, so if you equip a higher end weapon, you might have a better chance at qualifying for this quest. I have a few friends that were fencers and they told me that they weren't able to do this until they reached master fencer.

i did it with tka 0/0/3/0 i think

When I did it I was a 0 1 0 1 bounty hunter, with my speed sliced LLC equiped.

I tried it with my weaponsmith charachter which was 0 0 0 1 swordsman also using a regular damage sliced powerhammer and it didn't work.

im marks 0304 now do i need to have noice pistoleer in order for the npc to give it up or will 0404 be enough =?)
