I think once we learn a schematic it shouldn't be limited. That is just plain unrealistic. Finding the resources should be the limiting factor not the schematic.
What do you think? Should we start a petition?

I think that if they were to do this it should be quest oriented like the RIS Armor. Make the WS go out and earn the schematic. Yes, it would take some time but if you want the new schematic then you would take the time.

I like the idea.
It adds in a wider variety / range of prices for weapons.
It doesn't matter if it "makes sense"...
You could look at WS / crafting from two perspectives:
Eitherr crafting works with 3D printers (just providing a link to show not only is it possible, people are actually doing it nowadays), and you just dump your armload of copper into the machine, punch in a few settings, and have an item pop out.
Which of course raises the question: Why do I need to "grind" all this stuff to be able to make a T21?
Or, you could look at is as:
SWG "dumbs down" the interface, and our character actually does do some hand crafting / find tuning (during experimentation phase and the like), but for simplicity / because it's a game we don't actually see it happen, we just assume it does (Like a MUD!). This explains why it is harder to make certain items (which require more WS experience) than others. Of course then your question "Why did I just forget how to make a scythe after making two right now!" comes into play.
Personally, I view it as the "3D printer" idea.
From a role-playing perspective:
Once you get enough experience, you visit an NPC, or another player, who then "trains" you by something like this: He jacks his datapad to yours, logs onto the galactic network, registers you as an Expert Firearms Crafter. This of course grants you access to these new weapons schematics you can put into your crafting tool (3D printer!) through your datapad.
Of course, because some weapons are decided too costly / too powerful for "general use", the government only issues out a certain number of uses on these. To gain a use, you must pick up a "schematic sheet", and load it into your datapad. The sheet keeps track of how many uses you get, besides how to make the item for your crafting tool.
Of course, this only works for some schematics (themepark rewards) from a storyline perspective, you could also say the other schematics are "illegal", and how many uses you get is how long before the government notices you are making them, and pulls the schematic out of your datapad.
And now out of "roleplaying" explanation into "gameplay":
Personally, I like the idea of limited use on most of these schematics. It makes them a little more rare than regular non-limited use stuff, and it's a way for Weaponsmiths to interact with other players besides "Buy my stuff!".
The only one I think that should be permanent is the DXR6b Rifle Schematic, because it's a simple quest that is easily farmed. These things clutter my inventory, and I've already made at least 50 or 60 DXR6b rifles, and it would be nice to not have to worry about keeping an extra 5 to 10 schematics in my inventory in case I get another large order.

"...and it would be nice to not have to worry about keeping an extra 5 to 10 schematics in my inventory in case I get another large order."
That could be fixed just by letting you use another schematic "scroll" and the have it added to the number of uses (increase it from say 3 to 8).

Those are my thoughts exactly. I know that the swordsman can do a quick quest for the schematic, but the WS should go on alonger, more difficult quest for a perma-schematic.
I dunno I still find it weird that I 'forget' how to make something I just made 2 minutes ago. Ah well another money sink for the WS I guess.
