A set of five will make two scythes - one for a sword core schematic and four for sword cores. I got several drops of agents and they were all sets of 5 or 7.

How big of a boost is it to use these items?

+10 max damage. I found a drop of seven of these, and go no power cubes, so they seem to be farely common

All the enhancers with stats have the potential for better than base stats, just like krayt tissue. Base stats on agents are +10 max and yellow cubes are +10 min/max, but a guildmate got some +25 agents yesterday and I've seen yellow cubes with +13 or something.

They appear to be used in the Scythe schematics or one of it's components. the major problem with looting them is that you must have a set of 6 or better to use it in the scythe.
