The fastest you can possibly fire is 1.0. But because certain special moves have speed penalties, weapons with sub-1.0 speeds can still be beneficial.
For example, say you have a 1.0 speed weapon. I use a special move that has a speed penalty, so I'm really shooting at 1.5 speed. If I had a 0.5 speed weapon, I would be hitting the speed cap [firing at 1.0 speed]and gaining all the benefits possible. This is why you can experiment guns below 1.0, because in some cases you're still not hitting the speed cap with sub-1.0 weapons.
However, if you're just firing and using no special moves, you will be firing at 1.0 speed with that weapon, not 0.0.
Of course, your mileage may vary depending on the +speed modifiers you have with your skillset.

Actually, I recieved a post from the Pistoleer Forum manager and was told that a gun with 1.0 will fire at 1.5 with specials, a gun with 0.5 or less will fire specials at 1.0.

With 0.0 gun anyone even with novice marksman can use any specials every seconds. Slowest pistol special is last ditch in smugglers dirty fighting tree. So it's a sweet gun for any smuggler out there (BHs actually have faster firing rate then master pistoleers so they wouldn't need anything like this).
But what a waist of such a great tissue! Why Scout Blaster? Why not DL-44? Same speed, same damage, same HAM, but -70 at 64, not -90! With scout blaster at master pistoleer I will miss every 5th shot at 64m, not the case with DL-44.
Thanks for the info, though I don't see the use of the tissue in a scout as a waste, I love the gun!
