I read all the threads about weapon caps but it always mention max damage only, is there a cap for min damage?

What exactly is added to min? 8 % of max damage for a max dmg slice?

What if the weapon is close to the max damage cap, will the slice cap max and do its work on the min?

I know on a laser rifle the min dmg cap is 520, hope that helps.
