Well mate the power cells are nice, but the reinforced casings are not for HC scatters.
Pistol barrels you can use too.
You´d prolly end out with a SAC capped gun + close to dam SAC too.

Thanks for the input guys. The main reason that I wanted to go with those barrels was to increase the minimum damage but I'd much rather have a SAC capped pistol which doesn't seem likely if I were to use them.

Power cells would be way nice, you could get a power handler probably down to about -17 action cost and the damage around 200ish? with probably near -2.00 speed. I wouldnt reccomend useing the pistol barrels, they don't have any - SAC, and the max damage is lower then what is craftable (least what I craft anyway) and its got less speed.. (the ones i make are 15 -41 damage, -1.17 speed, -8 SAC) I'd imagine you could get a scatter nearly cap'd on damage and SAC with that.
