If you disregard speed on a carbine and focus only on rausing the damage and the lowering the HAM. How high can you get the damage?
I was wondering specifically on these carbines

Impossible because speed and damage are on the same line 
So, if you want the lowest HAMs possible be prepared to sacrifice speed and damage. A 12-point smith can get a few points lower HAMs while still keeping the damage at max.

One thing that will help increase damage while reducing speed and minimizing HAM cost is to use Form-Fitting Weapon Stocks instead of standard Advanced Weapon Stocks. Form-fitting stocks increase min damage by 25 and max damage by 30, but decrease speed by -.5 and they have 0 HAM cost; in comparison, advanced weapon stocks are usually 40 min, 40 max, add .3 or so speed and have 29 or 30 HAM cost.
