Pardon my ignorance but what exactly is it, and what does it indicate?

SAC means special Attack Cost and is an indicator of how much action (the green bar)it will cost you to fire your weapon.


Different special attacks takes different ammounts of Action, but the higher the SAC on your weapon is the higher the cost of attacks will be.
