I looked in the FAQs and couldn't find anything...can someone direct me to a place (or just tell me here) with concrete, reliable information on weapon repairing, namely

1. Does it make a difference if a WS does it?

2. When is the best time to repair a weapon? (I've heard conflicting stories, and also that it is different than it is for armor)

3. What chance of success can I expect?
