Loot from Blackscale Trandoshan (all type - guard, jailer, so on), mostly found on the Avatar platform, but there isreports that the barrel dropped from those Blackscale from the Secret of Syren part in Keren.

not sure but the best i have seen is -5 SAC and 34 min 34 max but not at the same time on a barrell

/agree w/ Samaw and add -0.79 as speed cap from what I've seen.
