I'd like know what is needed to make one, and what are the characteristics of the final product. (AP #, DMG type)

Yes, the Razor Knuckler never made it into the game, it was pulled due to balancing concerns. A few single schematics and subcomponents slipped through, but some officals annonced that this was a mistake and that these will be tracked and deleted as soon as they can.
