Can anyone refer me to a reasonable vendor or person selling these? Preferably higher than +1's.

I have, but no one replies to the posts 
Was hoping that some Intrepid smiths may see this here and have some input.

Many of us are looking for them, and the trade forum is the place to find them. They are rare and people know that typically, so they get auctioned off for quite a bit of credits. But since they arerare, the auctions don't take place very often. It is what we all deal with. I am unguilded but a great advantage of being a guild smith is they can help you get the tapes.

You can expect to pay millions of credits for them plain and simple unless you stumble on a reasonable vendor in game. That is what you should do look from time to time. Find one and buy it. In the end buying those extra skill tapes will force you to charge alot more for your weapons.
