Well to answer your first question. Power Cells would be the best option in most cases as the have a sac modifier leaving room for more speed or dam experimentation. That being said cells seems to cap at 184 (thats the highest ive seen in any case) Tissues ahve higher damage cap and if you can get hold on some really nice tissues I would go for those instead as you could then be lucky to double cap the rifle.

There are both pros and cons for ALR and the trando Rifle (the T21 is out of the question as it has no accuracy)

The ALR is easier to get high in max dam, where the Trando is a bit harder, but the trando rifle tends to have a better min damage (depends on the looted barrel, but if you can get one with 34 min then yo uwill be about 10 min damage above the ALR)
