Is it just me or is this really stupid? I'd much prefer they slightly increase the damage multipliers with the specials, and then have us shoot for random damages. Making all shots shoot for max damage, but with stupidly low multipliers really removes a fun aspect of the game. It's way too predictable IMHO.

well yeah, that is obvious. the question is when you look at your combat log do you see bigger numbers or not?

Actually that makes a bit of sense. Keeps people that have insane accruacy from doing large amounts of damage against a low defense target (max damage limit). On the other end it keeps the people that have hardly any accuracy from doing almost no damage to a high defense target (min damage).
I've done some unintentional testing on this and find that higher min damage with equal max damage does mean higher DPS if thats what your wondering.

Actually...that makes loads of sense. I have noticed a different damage value among different mobs, but using the same weapon and specials. I still like the random aspect of damage values, but if it's based on min/max of the weapon with accuracy dictating where the attack lands, then at least there's a meathod to the madness.

The 0.37 is just a number I came up with to get a close correlation between the weapon stats and the Possible damage. What this tells me is that I was doing only Min damage plus 37% of the damage range,due to...CL difference maybe?? Seems the +17 scope on the krayted E11 did not make much difference.

There is truth in this, when I shot a CL 90grand krayt dragon, it mitigated my damage all to hell. This is a totally different ballgame than shooting a CL 80 mob, where Min damage counts for zip...

the only thing keeping us from real complete feedback now is the examine window bug...
