ok i got master WS and i need 2 know if i need mod clothing to become a 12 point WS or is it a quest if u know plz send me a tell at draconus on the bloodfin server

I have spent 3,550,000 cr on tapes worth a total of 5 pts. (a +3 and 2 +1 tapes). Tapes over about +5 or 6 can go for about 2 million a point. Just to give you an idea. But get a WS toolbelt...you can usually get em cheap. It gives a +3 in Exp as well as +5s in repair and assembly. I got mine for 25k on the trade forum.

You have to loot (or buy) weapon experimentation tapes. Check your galaxy trades and you can see what they are going for. You need +20 to get make a 12-point WS.
