I was wondering if any weaponsmith could make a T-21 that has a base DPS of 290 or greater?
Also I was wondering what factors go into from the Base DPS to make the Modified DPS?

Easy way to get the base DPS over 290 is to use Krayt tissue, the higher the damage stats the better (and you'll need six identical tissues).
The modified DPS value takes in to account your speed mods for that weapon.
Personally I'd reccomend an Advanced Laser Rifle over a T-21, reason being the T-21 takes several very specific resources to craft versus the Laser's requirements which are much simpler. Also the Laser can be scoped, adding to the accuracy whereas the T-21 can't. As a bonus, Laser's only need four Krayt tissues to craft.
My combat alt's current Laser Rifle (sliced) is 340 base DPS, with a SAC of 82.
The modified DPS value takes in to account your speed mods for that weapon.

Yeah but a T21 is MUCH cooler looking than the Adv Laser 
But he's right alas you are better off with an Adv laser Rifle

Max dmg > DPS, most high dps weapons have high speed expierimented on em it seems, and speed isnt really that important as long as you can get your modified speed below 2.0 seconds
