You can get upto 33% on one of the bold stats and 16% on one of the others. I assume the third stat would also come from the second set of possibilities and for 7% or 8%. So no you can't make the powerup you're looking for but you can make a "33% Mind Cost/16% Min Dmg" as seen on this chart.
