If you slice a weapon to it's max damage cap, you can no longer slice the damage, period. So, no, the min damage will not increase. Slicing the other 2 stats has no effect on damage as those are separate slices.

You can slice a weapon if it's max damage is at cap, and min damage is not at min damage cap. (Most weapons have proportional MIN/Max dm... You will have to find one with low min and maxed high)
I have done it.
But,you must have a weapon with areally high max damage, and really low min damage (can be made this way).
However, when you slice you take the % slice X max damage. For example lets say weapon max is 1000 for easy math.
1000 x 8% (lvl 3 damage slice) = 80 damage.
Now what happens is 1/2 that damage goes to max and 1/2 goes to min after slice. so 40 towards min., 40 towards max.
So if I had a 200 - 1000 (1000 max cap) pistol and did a level 80 slice i would get
240 - 1000. So, I have lost 40 points of max damage due to cap.
Weapon modifiers are based of max damage, so you can do this but it is really a bit of a waste, inless you have low accuracy or facing very good defense.

Actually what you are probably seeing is the slicing cap which is lower than the crafted cap. For example a FW FWG will craft cap at 966 but slice cap at 935.
Not sure where you got that 50% goes to min and 50% goes to max. The % increase is to both min and max by the same amount until you hit the slice cap on max damamge, then you can still keep slicing but only the min will be raised.
For your example above let's say it's 100-1000 and do a 4% slice new stats are 104-1040. Let's say 1040 is the slice cap and 1184 is the craft cap. We slice for 8% and new stats are 108-1040.

Nope, see my post above. A 8% slice will raise both the min and max by 8%, not by 50% of 8% x max dam. As I stated above if the weapon is 100-1000 damage and a 8% slice is done the final stats will be 108-1080 not 140-1040.
