I think so. I just bought the last one I needed and got 12 pt now and am very happy.
It's always good to have extra experimentation points.

And, with the removal of the caps, you get more amazings the more%exp you have. Useful for custom crafts. Seems that you get 8% for an amazing and 7% for a great. Means that you can capexp in a linewith one fewer point used.

I thought the skilltape caps were only removed for combat skills.
