The mines are used my putting them in to a minefields, if you did not blow you ran in to an enemy minefield it was likely empty. The encounters I have had with stocked mine fields have always resulted in intend incapacitation.

So I have to buy a minefield from a faction recruiter and then fill it with mines that I make? Correct me if I am wrong.

Minefields are a faction perk, a person with a minefield can buy mines and put the mines in the minefields.

I got the ability to build XG mines today. Been able to make DRX Mines but cant find any Crism Ore so have not made any. Anyways, I made the XG but have no idea how to use it. I have been running around before and come across messages that say "You have entered an enemy minefield" though never been blown up. These were just around peoples homes, not any faction bases.

If anyone knows anything about mines it would be greatly appreciated. Thanks in advance!
