When you are a master weaponsmith you have 100 weaponsmith experimentation points. This results in 10 points to be used when crafting next to a crafting station, 1 point for every 10 weaponsmith experimentation.
The cap on Skill Enhancing Attachments is +25 meaning that you could have 125 weaponsmith experimentation points resulting in 12 points to be used when crafting. So you need at least 20 extra experimentation points for a 12 point smith or 10 extra experimentation points for a 11 point smith.
In weapons this means that you will get weapons with higher range and/or condition, also may help recovery from a moderate success when experimenting on custum made weapons with nice loot. Any master with good resources can max out the damage line of weapons.
Hope this helps!

Crafters attain 10 experimentation points for mastering a crafting profession. What this means is that after the initial assembly of an item, they have ten experimentation points that can be used to "experiment" or improve the stats in a number of categories. For weapons there arefour categories; speed/dmg, condition, range (really accuracy, bonus to hit), and ham costs (to reduce cost of using specials). Most weapons require 8-10 points to max speed/damage (always the primary experimentation line) and leftover points can be used to enhance one or more of the other categories. Once the points are used up you either create a prototype of that item or you create a schematic which can be used to run that item in the factory. 12 points gives you more points to put into those other categories, and also helps the crafter recover from a moderate success should one occur during crafting. This is especially useful when crafting items from looted components like krayt tissues, etc.

if you can truthfully put 12 point in front of your name it means you spent a lot of money.
and what those other guys said.

*Just for the purpose of personalclarification* If a WS invests their hard earned money in some weapon experimentation tapes, a total of +20 would 'technically' be the cap, correct? Since the cap for clothing is +25, that extra +5 would just be sitting there wasted or would this have an added benefit to the experimentation chance of success? Thanks from a former and maybe future WS.

But short of buying the skill tapes, how do you get them? What drops them? The most I have ever seen are tapes that have like +5 and I heard that they don't stack, so getting a +20 or greater must be extremely difficult.

They don't stack in a single piece of clothing...you can put 1 into differnt clothing items (ie: shirt, pants ect). So you really only need any combination that will get you to 20/x (with x being how many differnt items of cloths you can wear). so 7 +3's would work.

Looted a +7 belt which also has +5 injury treatment from a Sith thug at the FS village, a +3 from Nym's guards and rest I bought. Nym's guards, Nightsisters, Singing Mountain Clan, and even Corsairs on Lok has a chance to drop those.
