Neither. Both require multiple power handlers from a factory crate. T21 takes 10 and an ion rifle takes 5. Unless you had that many plus one for the schematic with the same serial number, you can't make the factory crate of power handlers with tissue in them, and hence, cannot make the rifle.

Am I reading something wrong? He says he has 11 of the first tissue, that is enough to make a T21 unless the weaponsmith crit fails on the schematic.

With 11 tissues, you can make either 1 T21 or 2 Jawa rifles. With the set of 5 tissues, you need 1 to make a schematic, so you will have 4 power handlers to use in guns. If you go to SWGcraft.com you will find schematics and you can figure out how many power handlers a gun takes, which will give you the info you need.

The important thing to remember is that with any set, you will always need 1 tissue to make a schematic for a power handler, which will allow you to use the other identical tissues in a factory production giving you Identical Power Handlers from a factory crate.
