It honestly isn't worth putting all experimentation points towards anything but speed/damage until that is maxed. A good example for you would be that Laser Carb of yours.
I think after initial assembly a good one would be at 175 Max Dmg with a HAM of 34/50/34 (these #s are examples).
If you put 8 points into speed / damage and max it out, then put the extra 2 in HAM you'll end up with roughly 270 Max Dmg and 32/48/32 HAM (generally 1 Exp point reduces HAM by 1/1/1).
If you put all 10 points into HAM you would end up with a 175 Max Dmg and 24/40/24 HAM.
So as you can see, it really isn't useful to put points anywhere but Speed/Damage until that is maxed out, then the other stuff can start to get played with. Otherwise the return just isn't there.
You can experiment regular Weapon scopes down to 0/0/0 HAM (although most say that actually rounds up to 1/1/1) that will add +10 to ideal range.
As for scopes, the HAM on them is so high that you will still be adding 20/20/20 across the board if you experimented on HAM for those and it's not worth it as I believe the Adv Stocks after assembly only have at most 10 extra points of damage before you start experimenting that.
