Correct me if I'm mistaken but... The value of the end product is reliant upon the components used, right?
To make a decent T21 you need to be using good blaster handlers...? Or is it okay for the components to be average?

Answer to your question is yes, the final product is a culmination of the quality of the components used as well as the quality of the resources (along with the number of experimentation pts the WS has and how successful they were on each experiment)
