I was running around Dant a week or two ago and came across a NPC on top of a hill. When i conversed with him he said "I can teach you nothing, when you are a master armorsmith come back and i will teach you then." or something very similar. As I have made master weaponsmith I have been wondering if there is a similar NPC out in the worlds? does anyone know?

That should be the NPC that gives you the R.I.S. armor quest.
