what would be the 2 best resource to use the 30k resourse kits on?

I use them as emergencies.
If i run out of something rare or cant get hold of a servers best stat resource that I use i use a resource crate.
I dont think about the value of what i couldve got and sold or anything. I use them as convenience items

Something that you can't buy with cash.
Something that's far better than the material you have.
Something that will last you a good long while.
Something that you can get a great /unit price on.
I used mine on a very old spawn of Neutronium steel for Geonosian Sword cores.
I have another 2 sitting in reserve for... later.

I used mine on the best alantium ore, i tshould last me FOREVER, and ive got 2 sitting in reserve

Save them for the CU and see if the new weapons need anything new we don't have normally.

Bingo ... You know how many people are going to want new weapons as soon as CU hits? There is a big difference between what is available on vendors and spawning and what you can cash in for 30k units.

There is no one all important resource, it all depends on what you want to make. We need almost every named steel, Iron & copper available and many of the named aluminums. Then there's the gemstones, ores, gases, fuels & wood...
To make matters more interesting, melee weapons, ranged weapons, and munitionshave entirely different stat requirements. As I focus on melee weapons, for the most part I don't care about OQ or conductivity like a gunsmith would. Give me UT & SR and lots of it. The gunsmith on the other hand rarely cares about UT or SR (there are exceptions). Someone making munitions is going to be looking at a whole different set of materials and properties.
All told, if you break down every resource we use, into every stat set we could care about, you'll have over 90 catagories to fill.

I won't use something until im completely out of something critical. I have been tempted to get the server best polonium iron though, about 580days old..

There is no universal answer to your question, nor will there ever be one. It's 100% dependant on your server, your own stock of resources and your specific needs. Go to SWGCraft and click the "Find Resources" link. Spend some time searching for resources from your server that you need, that are old and that are better than what you have. If you find something, try and see if you can buy it first - it's hardly ever worth it to spend one of those kits on something that's still available for purchase.
