Experimented different on both
First one:
speed 2.51
damage 458 - 965
Estimated dps 283.64
Special action cost 108
Second one:
speed 2.38
Damage 463 -970
Estimated dps 300.24
Special action cost 125
Basically I'm trying to figure out what people want, These two t21's are made with all new stuff,no pre cu items and have no enhancements

From my own experience, I need weapons with lower SAC for doing missions and grinding xp(large group hunting). For say Krayt Dragons a high DPS weapon(small group hunting) is better. Most people will want a range of weapons for different situations.

They're both fine weapons. As a Rifleman/Ranger, I'd have to say it'd depend on the job.
If your out hunting or grinding, picking off one or two targets at a time with short bursts, the highdps rifle is the one to use.
If your up againsta high end target with 3 or more levels on your group or in group PvP, your going to be spamminghigh damage attacks for a good while. If you run out of action your useless,so the low cost weapon would be my choice for that.
If I hadthe choice I'd take both, butif I was forced to choose between the 2, I'd have to take the one with the 80% action cost over the extra dps. Many players won't even see the action cost though, they'll get as far as max damage & dps while they window shop.

lol, not sure what were doing differently, but it looks like we'd be each be choosing the opposite rifle for a given job

My point was in a large group killing missions as fast as we can I spam more specials in a given time. Some lairs spawn crazy amounts when you have a group of 8 people. Fighting a dragon with two or three friends is a relatively short fight with a rest period till the next one.

first one is much better, the difference in speed and damage is minimal but the lower sac makes the first one much better over all. you can take six shots with the first rifle in just about the amount of action it takes to do 5 shots with the second rifle.
